Consultation with Schools on Supporting In-School Youth Candidacies for the SK Elections

The Commission on Elections, together with Hiraya Initiatives for Change and Progress and the Democratic Insights Group, convened an online consultation on 06 May 2026 with the presidents and administrators of schools as part of the In-School Youth for SK 2026–2028 initiative. The initiative seeks to encourage in-school youth to consider running for the Sangguniang Kabataan and to equip them with practical, ethical, and data-informed skills for campaigning and governance.

The consultation followed the 26 January 2026 Listening Session with elected SK officials and youth leaders (read the report here). The January 26 session used a listening format to surface the realities of youth candidacy from the perspective of those who had already run, won, served, or supported youth leadership. That session highlighted schools as major enablers, family support as a decisive factor, local political ecosystems as a practical constraint, and the need for skills, safety,

and institutional guidance.

The May 6 consultation shifted the conversation from youth experience to school feasibility. It asked: What can schools do? What are the risks? What boundaries must be observed? What support do schools need from COMELEC, DIG, Hiraya, and other partners?

The consultation was designed to produce practical recommendations on school commitments, risk controls, school procedures, student protections, communications, and possible partner support.
